ABSTRACT

Australia launched a Seasonal Worker Programme (SWP) in 2012, shortly after a similar scheme in New Zealand, to bring seasonal workers from Pacific Island Countries (PICS) to work in agriculture. The scheme was seen as a potential ‘Triple Win' with sending and receiving countries, and workers' households, benefiting. Workers' remittances contributed to welfare, especially housing and education, and small business establishment, but there were social costs associated with repeated absences. In 2018, Australia introduced the Pacific Labour Scheme (PLS) to extend guestwork opportunities into other areas of non-seasonal labour shortage such as aged care, tourism and meat processing. The shortage of local labour during COVID-19 demonstrated that Pacific guestworkers were invaluable to Australia, and in 2022 the schemes were revamped and expanded further as the PALM (Pacific Australia Labour Mobility) Scheme. Concern over a Chinese threat in the region gave further support for the expansion. PICs expressed concerns about exploitative practices, while higher rates of participation increased the potential for an incipient brain drain from the PICs, with wages roughly four times those at home, as migrants now left non-agricultural jobs. The expanded scheme continues to favour Australian employers leaving questions over, equity, uneven development and the future of the PICs.

ABSTRACT

The world's governments imposed a plethora of restrictions and quarantine rules to prevent the rapid spread of COVID-19. China was chosen for this study as it was the first market to be impacted. The overall aim of this paper was to analyse international air travel to and from China since the start of COVID-19 and to assess the impact of policy initiatives on seat capacity during this time. The key findings are that implementation of the so called Five one policy in March 2020 was associated with an almost immediate reduction in seat capacity on China to the rest of the world, partially suppressing the more typical impact of underlying GDP and air fares on capacity. It was further found that Chinese international gateways, as airports with substantial proportions of international and connecting traffic, remain the most distressed. Long haul international traffic and revenues from European and North American destinations all experienced unprecedented and sharp reductions. Traffic and revenues from other Asian markets was even more sporadic. Alarmingly, the study extracted that revenues from premium classes were deteriorating much faster than economy class, which is of imminent concern for long-haul carriers reliant on premium traffic coming into the pandemic.

ABSTRACT

Early experience of COVID-19 in seven Pacific politically dependent territories (Guam, American Samoa, Pitcairn, Tokelau, French Polynesia, Wallis and Futuna, and New Caledonia) emphasises a diversity of contexts, responses, outcomes and possible futures. The consequences of COVID-19, whether present or absent, included deaths, social isolation, impossibility of medical referrals, economic decline, breakdown of supply chains, and some return migration to rural livelihoods. Outcomes were complicated by differences between local and metropolitan interests, objectives, policies and practices, that reflected historical experience; and by geography, budgets, the significance of tourism, the role of a military presence, ethnicity and demography. Indigenous groups were more likely to be affected and disadvantaged. Management of the pandemic provided an intermittent focus for dissent from pro-independence groups. Borders acquired unprecedented significance as barriers and frontiers. The experience of COVID-19 enabled some focus on the possibility of establishing a future 'new normal', but immediate revivals and restoration took precedence.

ABSTRACT

Objective: The events of the last year have highlighted the complexity of implementing large-scale molecular diagnostic testing for novel pathogens. The purpose of this study was to determine the chemical influences of sample collection media and storage on the stability and detection of viral nucleic acids by qRT-PCR. We studied the mechanism(s) through which viral transport media (VTM) and number of freeze-thaw cycles influenced the analytical sensitivity of qRT-PCR detection of SARS-CoV-2. Our goal is to reinforce testing capabilities and identify weaknesses that could arise in resource-limited environments that do not have well-controlled cold chains. Method: The sensitivity of qRT-PCR analysis was studied in four VTM for synthetic single-stranded RNA (ssRNA) and double-stranded DNA (dsDNA) simulants of the SARS-CoV-2 genome. Results: The sensitivity and reproducibility of qRT-PCR for the synthetic ssRNA and dsDNA were found to be highly sensitive to VTM with the best results observed for ssRNA in HBSS and PBS-G. Surprisingly, the presence of epithelial cellular material with the ssRNA increased the sensitivity of the qRT-PCR assay. Repeated freeze-thaw cycling decreased the sensitivity of the qRT-PCR with two noted exceptions. Conclusions: The choice of VTM is critically important to defining the sensitivity of COVID-19 molecular diagnostics assays and this study suggests they can impact upon the stability of the SARS-CoV-2 viral genome. This becomes increasingly important if the virus structure is destabilised before analysis, which can occur due to poor storage conditions. This study suggests that COVID-19 testing performed with glycerol-containing PBS will produce a high level of stability and sensitivity. These results are in agreement with clinical studies reported for patient-derived samples.

ABSTRACT

This study aims to investigate the contribution of aviation related travel restrictions to control the spread of COVID-19 in Europe by using quasi-experiment approaches including the regression discontinuity design and a two-stage spatial Durbin model with an instrumental variable. The study provides concrete evidence that the severe curtailing of flights had a spontaneous impact in controlling the spread of COVID-19. The counterfactual analysis encapsulated the spillover effects deduced that a 1% decrease in flight frequency can decrease the number of confirmed cases by 0.908%. The study also reveals that during the lockdown, the aviation industry cancelled over 795,000 flights, which resulted in averting an additional six million people being from being infected and saving 101,309 lives.

ABSTRACT

BACKGROUND: Since the 2008 recession, Ireland has experienced large-scale doctor emigration. This paper seeks to ascertain whether (and how) the COVID-19 pandemic might disrupt or reinforce existing patterns of doctor emigration. METHOD: This paper draws on qualitative interviews with 31 hospital doctors in Ireland, undertaken in June-July 2020. As the researchers were subject to a government mandated work-from-home order at that time, they utilised Twitter™ to contact potential respondents (snowball sampling); and conducted interviews via Zoom™ or telephone. FINDINGS: Two cohorts of doctors were identified; COVID Returners (N = 12) and COVID Would-be Emigrants (N = 19). COVID Returners are Irish-trained emigrant doctors who returned to Ireland in March 2020, just as global travel ground to a halt. They returned to be closer to home and in response to a pandemic-related recruitment call issued by the Irish government. COVID Would-be Emigrants are hospital doctors considering emigration. Some had experienced pandemic-related disruptions to their emigration plans as a result of travel restrictions and border closures. However, most of the drivers of emigration mentioned by respondents related to underlying problems in the Irish health system rather than to the pandemic, i.e. a culture of medical emigration, poor working conditions and the limited availability of posts in the Irish health system. DISCUSSION/CONCLUSION: This paper illustrates how the pandemic intensified and reinforced, rather than radically altered, the dynamics of doctor emigration from Ireland. Ireland must begin to prioritise doctor retention and return by developing a coherent policy response to the underlying drivers of doctor emigration.

ABSTRACT

Tourism was of critical economic importance in Pacific SIDS until COVID-19 border closures cut off international ties. The virus did not reach Vanuatu and Samoa, and few cases occurred in Fiji. The collapse of tourism, on land and from cruise ships, resulted in increased unemployment and the closure of hotels and tourism-oriented businesses with multiplier effects throughout the island economies. Many people returned to home islands, putting pressure on local land resources. Diverse local markets, exchange and bartering increased. Women were most affected in terms of lost jobs, more domestic burdens and a rise in domestic violence. This article argues that tourism is unlikely to restart in the immediate future, but may be initiated through small elite ventures. In response, regional metropolitan states – Australia and New Zealand – have increased aid to what is increasingly a strategically important region.
